A China OEM CNC milling order is a process chain, not machine hours

When you send a drawing to a China OEM CNC milling and turning supplier, you are not buying spindle time. You are buying one chain: material certification, setup, in-process checks, deburring, finishing, final metrology, packing. A weak link anywhere in that chain shows up as a rejected lot at your dock, long after the invoice is paid.

This is why two quotes for the same part can differ by a factor of two and both still be honest. One shop runs a five-axis center and holds the datum in a single setup. Another runs three three-axis operations, flips the part twice, and stacks tolerance on every flip. Same part number. Different delivered geometry.

The practical question is not which factory is cheapest. It is which factory can hold the features you actually specified, at the volume you actually need, with paperwork you can file. Price matters, but a rework loop costs more than the delta between two competent shops.

Capability check

Machine mix: what the fleet tells you before you send a drawing

Ask for the machine list, not a brochure. A shop with 127 high-precision CNC machines will have a spread: 16 simultaneous 5-axis machining centers, 12 four-axis mills, 27 three-axis machines, and 16 mill-turn centers. That mix matters more than the headline count. Five-axis capacity handles contoured pockets, impeller-like geometry, and housings with features on five faces. Mill-turn centers take shafts, bushings, and connectors that would otherwise need two fixtures and a queue between them.

Size limits decide feasibility early. Maximum processing size reaches 4,000 mm, with travels of 4,000 × 400 × 150 mm on the large frames, 750 × 1,150 × 550 mm and 600 × 600 × 600 mm in the middle, and 500 × 500 × 450 mm or 500 × 310 × 200 mm on the compact machines. A Ø400 mm rotary table covers round parts that need milling and drilling on the periphery. If your part sits outside those envelopes, no amount of negotiation will fix it.

A trading office cannot answer these questions with numbers. It forwards your file and waits. That delay is not fatal on simple brackets. On a part with a 0.05 mm true-position callout across two setups, it usually is.

Tolerances and inspection

Tolerance, finish, and the reports that back them up

Tolerance capability is only useful if it comes with evidence. General machining holds ±0.005 mm (±0.0002 in) on critical features when the geometry allows it. Surface finish lands between Ra 0.2–0.8 μm on fine-finished sealing faces, Ra 0.8–1.6 μm on typical mating surfaces, and Ra 1.6–3.2 μm as machined. Which band you get depends on the material, the tool path, and whether the feature is reachable.

Inspection is where a serious exporter separates itself. Raw material check on arrival. In-process monitoring on the floor, not after the fact. Final inspection before shipment, with 100% inspection of parts before they leave. Reports are available on request, and you should request them: dimensional sheets, material certs, and finish verification.

The qualification rate sits at 99.99% across production. Read that number correctly. It describes what a controlled process delivers, not a promise that your first article will be perfect. Your drawing, your GD&T scheme, and your cosmetic criteria still set the ceiling.

Certifications

Which quality credentials actually apply to your program

Certificates are a filter, not a verdict. ISO 9001:2015 covers general process control and applies to almost any OEM program. IATF 16949:2016 matters when the part goes into a vehicle or an EV platform and your customer expects automotive discipline in PPAP-style documentation. ISO 13485:2016 is the one to check if the part touches a medical device, including fixtures and instrument housings. ISO 27001:2022 speaks to information security, which matters when you are sharing CAD for unreleased products.

Match the certificate to the program, not to the marketing page. A shop holding all four still needs to show you the scope statement. Certificates name the site and the activity. If your parts would run at a different plant, the certificate may not cover them.

For sensitive programs, an NDA is available on request and uploads are handled as confidential. That is a starting condition, not a differentiator, but it is worth confirming in writing before you send native CAD.

When the finish is in-house or in the same group, the surface you approve is the surface you receive.

Trade-offs

When a Chinese CNC exporter is the wrong choice

Direct factory sourcing is not always the answer. If your part is a one-off fixture that a local job shop can turn in two days, the freight and customs cycle will not pay for itself. If your design is still moving every week, keep it close until the geometry settles.

Some programs also demand on-site supplier audits every quarter, or a resident quality engineer at the supplier. Those are legitimate reasons to stay regional, or to place the work with a supplier that already has a footprint near you.

The honest middle ground is to split the work. Prototype and low-volume iterations near your engineering team. Production volumes, once the drawing is frozen, with a factory that has the machine mix and the metrology to run it. That way the DFM loop stays short and the unit cost lands where it should.

Questions engineers ask before awarding the order

How do I tell a real factory from a trading office?

Ask for the machine list with model numbers and the site address where your parts would run. A factory can name the spindles, the travels, and the CMM on the floor.

Then ask who signs the inspection report. If the answer changes between the quote and the first article, you are dealing with an intermediary.
